I've modified the HOWTO index, which now includes the full HOWTO
title and a /brief/ description for each HOWTO listed.

Let me know if this looks ok, or if there are suggestions for
changing the format. Currently each entry looks like:

    *  <shortname/link> <title>

       Updated: <date_of_last_update>. <brief_description>
